There should be lots of partners who can help you with this project, as it is fairly standard requirements. You will find that many partners do both infrastructure and development. My advice would be work with a partner local to your area, speak with their technical lead, and ask to speak to one of their customers who has had a similar ...

Hi Scott,
There are contact addresses for various regions on the home page. Alternatively post a message within one of the forums specific to the regions you are interested in.
Focus your message on SharePoint roles, rather than agencies. You may find you get some good responses, rather than being swamped with agencies.
