Hi Yeh,
Did you mean that MOSS and SQL server are running on the separate or on the same machine? Check installation detials of SQL and MOSS see if their language settings are same.

Hi Chris,
You need to use stsadm command with backup/restore option. In order to do this you need to be member of server administrator group or share point administrator group. You can restore single site to the same location or to the new location.
To restore a site from a backup file, either to a new site or a separate server, you would use ...

I have resolved this issue by installing the Index server and configured Office share point services to use the local machine for the Index services.
