Hi - Let me re-phrase more simply...
I want to give users the ability to create public views on lists, however restrict their ability for them to rename/delete columns within the list itself.
Is there anyway to achieve this without any 3rd party software?

I have created a Records Center as a root level site.
I create a document library at this level, make modifcation to the columns, layout, etc and then save the library as a template. It successfully saves to the template library.
However when I attempt to create a new library using this template, it does not appear as an available template to ...

Thanks for the response. Now just to follow up, does an item get removed from the library on it expiration date or the day after?
For example if the expiry date on a document was today (15/01) and I set it to be deleted, would the timer job that runs in Sharepoint actually delete the file today? or tomorrow?

I have a question regarding the Information Policy Settings in MOSS:
Upon enabling the Expiration Policy for a document library, Sharepoint gives you the option to specify a retention period either in days, months or years.
The needs to be set to 3 years on certain documents, however I specifically need the forms
