Hi Sam,
Much as people don't like to use agencies, your best bet may be to use a specialist SharePoint recruiter.
Personally I recommend Cognitive group as they have placed people with me and I'm happy that given the correct job details, they will weed out the no chancers before you see them.
There are other agencies though. 8-)

Are your custom classes marked as Serialisable? That's caught me out before, although I'm pretty certain it should throw an exception, guess it depends if you have any error handling hiding the error.
Other than that, make sure you have apply changes and sync changes round the right way, Sync changes is reading the values from the webpart property

I can't answer for the contract market, but for our FTEs we generally have a 4 stage process, the CV paper sift (which some Agencies do for you if they know their stuff), A telephone interview to get a feel for you as a person and then a Face to face technical interview.

You could also contemplate using Location based column default values if Folders are an option for you.
The only downside is the values would need to be set when the folder is created with the first item. An explanation of the columns work is available on my blog. It's for a different purpose but the principles are similar. ...

Ah I see what you mean.. I've only ever moved content from a foundation to a new server farm using DB attach, never from SQL Express.. I'll have to give it a go and put some notes up on my blog for future reference.
