Most of SharePoint's configuration is in the databases and the registry.
Also look at the 12 hive (program files\common files\microsoft shared\web server extensions\12

At this point, you really need to do a complete clean install - operating system included.

Did you also remove SQL Express?
Take a look at the following link from Microsoft:

You will need to remove WSS, and SQL Express from the machine. I would then make sure that IIS is clean - no web sites / app pools / inetpub folders left behind

What information do you have in your test environment? I'm thinking that as this is a test system, the easiest thing to do is to cut your losses and re-install the product.
Any existing site collections that you want to keep can be backed up using stsadm and restored to the new system.

What account are you trying to use as the service and content accounts when attempting to start the service?
What are you setting for the database section?

I'm guessing this is running on the same machine as WSS?
Did you do a standalone install of WSS?
