I come across more and more sharepoint implementations (Intranets) and its interesting to see a serious take on governance. I think the key to good governance is finding a real way to put the user at the centre of every decision that is made on the site. Enjoying learning more about Sharepoint on the site must try and get to a meeting.

I agree with your comments about placing the user at the centre of SharePoint Governance; it's people who do things.

Governance is concerned with People, Processes and Policies.  Typically there one person takes part in many processes, each process can contain  many policies.  

There are typically less than a dozen people, or roles involved in SharePoint Governance.  I therefore find people, or roles the best starting point for beginning conversations or workshops around Governance.
